ANNOUNCEMENT OF THE ASIST HISTORY FUND 2010 RESEARCH AWARD AND RESEARCH PAPER AWARD
The ASIST History Fund Advisory Board announces the following two competitive awards for 2010:
The ASIST History Fund Research Award:
This award will be for a maximum of $1,000 and will be awarded for the best research support proposal submitted by July 1, 2010. All topics relevant to the history of information science and technology may be proposed. The proposal should state: central topic or question to be researched, qualifications of the researcher (a brief vita should be included), a budget, and how the funds will be expended. All funds must be expended by June 30, 2011. The ASIST History Fund Research Paper Award:
This award will be for a maximum of $500 and awarded for the best paper submitted by July 1, 2010. All topics relevant to the history of information science and technology will be considered. The paper should not have been previously published or submitted to a journal. The paper should not exceed 30 pages double-spaced, including notes/references, using the APA style manual. The ASIST History Fund Advisory Board will review all submissions and decide if an award is to be made by Sept. 1, 2010. If an award is made the winner will be expected to present the paper at the 2011 ASIST Annual Meeting and give first rights of refusal for publication to the Journal of The American Society for Information Science and Technology. Announcement of the 2010 ASIS&T SIG-III International Paper Contest
The Special Interest Group on International Information Issues (SIG-III) of the American Society for Information Science & Technology (ASIS&T) is pleased to announce its eleventh competition for papers to be submitted for the 2010 Annual Meeting, which will take place in Pittsburgh, Pennsylvania, October 22-27, 2010. Building from the overall conference theme, the theme for this year’s paper contest is: “Navigating Streams in a Global Information Ecosystem”.
Papers could discuss issues, policies and case studies on specific aspects of the theme from a global and/or international perspective. Topics include, but are not limited to, the following core areas:
- Intercultural Information Ethics: Critical reflection on the ethical challenges related to the global and cross-cultural production, storage, and distribution of information, as well as the ethical dimensions of the global development and implementation of information systems, infrastructures, and policies.
- Information Behavior: Information needs, information seeking, information gaps and sense-making in various contexts including work, interests or every-day life activities by individuals or groups.
- Knowledge Organization: Indexing, index construction, indexing languages, thesaurus construction, terminology, classification of information in any form, tagging (expert, user-based, automatic), filtering, metadata, standards for metadata, information architecture.
- Information Systems, Interactivity and Design: How people use and communicate with information systems; the design, use and evaluation of interactive information technologies and systems, including interfaces and algorithms; search and retrieval, browsing, visualization, personalization.
- Information and Knowledge Management: Information and knowledge creation, transfer and use at the personal, group, organizational and societal levels. The management of the processes and systems that create, acquire, organize, store, distribute, and use information and/or knowledge. Selected papers will be published in the International Journal of Information Management.
- Information Use: How people re-purpose existing knowledge from a variety of sources (scientific, humanities, news, family, friends, colleagues), forms (articles, books, video, audio, tweets), locations (work, home, in transit) and mediums (cell-phones, PDAs, digital libraries) to advance knowledge, solve problems, improve information literacy, and learn.
- Information and Society: Economic, Political, Social Issues: Copyright issues, policies and laws; national and international information policies; privacy and security; economics of information, personal rights vs. freedom of information; surveillance; globalization and the flows of information; computerization movements; social informatics.
Selection Criteria
There will be up to six winners who will be selected by a panel of judges including: Michael Zimmer (UW-Milwaukee), Johannes Britz (UW-Milwaukee), Maria Haigh (UW-Milwaukee), Hong Xu (University of Pittsburg), Catherine Johnson (Western Ontario), Anindita Paul (University of Missouri), and Borchuluun Yadamsuren (University of Missouri).
The judging criteria will be based on:
- Originality of paper in the developing world and global information ecosystem (originality of the project described, etc.)
- Relevance to the paper contest theme
- Quality of argument, presentation and organization

Eligibility & Information for authors
Only papers by a principal author who is a citizen of, and resides in a developing country are eligible. Winners in the 2006-2009 contests are not eligible. The papers should be original, unpublished, and submitted in English. We encourage submissions from librarians, information and network specialists, and educators involved in the creation, representation, maintenance, exchange, discovery, delivery, and use of digital information.
Award
The award for each winner is a two-year individual membership in ASIS&T. In the case of multiple authors, the principal author will be awarded the ASIS&T membership. In addition, depending on SIG III fundraising for this competition, the first place winner will be rewarded a minimum of $1,000 toward travel, conference registration, and accommodations while attending the ASIS&T Annual Conference in Pittsburgh, Pennsylvania, October 22-27, 2010.
Style
The international paper contest committee requires that submissions follow the International Information and Library Review instructions to authors. Publishing opportunities

ASIST BEST INFORMATION SCIENCE BOOK AWARD
I am the chair for this years jury of the Best Book Award for the American Society for Information Science and Technology (ASIST). The rules say: The purpose of this award is to recognize the outstanding book in information science published during the preceding calendar year.
This means that we are looking for books with imprint of 2007 (2007 only!).
Information science here is to be interpreted broadly to include books on topics that have a relation to the field or may be impact the field. Library science is definitely included. So is computer science. And digital libraries and communication studies related to what we do and so on.
We are looking for your suggestions. Publishers do send their nominations, but I would like to collect nominations from the user audience. After all users should definitely be the main nominators for the best book.

The ASIS&T Special Interest Group on Scientific and Technical Information Systems is offering a $1,000 grant to a library and information science student, with an interest or background in chemistry or chemical engineering, to defray the cost of attending the 2008 ASIS&T annual meeting. This money has been made available through a grant from Chemical Abstracts Service, a division of the American Chemical Society.

After an distinguished and unprecedented term (1985 to present) as Editor of _The Journal
of the American Society for Information Science and Technology_, Don Kraft will be
stepping down once a replacement is selected and ready to serve. Below is a position
description and information on the application procedure..
Position Description, Editor-in-Chief
Journal of the American Society for Information Science and Technology (JASIST)
Nature of Position: The Editor’s foremost responsibility is to ensure the high quality and
quantity of papers published in JASIST. Working in collaboration with the Editorial
Board, the Editor’s additional responsibility is to set the vision and scope for the Journal
in a manner consistent with those of the Society. The Editor solicits high quality papers
that fit the scope of JASIST, and oversees the activities of the Associate Editors, Guest
Editors, and Editorial Board to ensure that submitted papers are peer reviewed by
appropriately qualified persons. The Editor ensures prompt communication with authors
to accept or reject manuscripts or to request revisions in response to referees’ reports.
The Editor, in consultation with the Society, appoints and renews Editorial Board
members for an agreed term ensuring that the Board’s composition is sufficiently
international and broad in scope to maintain JASIST’s stature worldwide within its field.
The Editor communicates at least annually with the Editorial Board concerning the
development of the Journal, editorial strategy, submissions and promotion. The Editor
assists the Publisher in promoting JASIST by advising on publicity, and promoting
JASIST wherever possible through contacts and at conferences attended. The Editor is
responsible for the intellectual workflow (e.g., using the electronic manuscript system,
sequencing papers in issues, etc.) and ensuring that the instructions to authors are
followed (e.g., that papers are original and have not been published elsewhere; that
papers are not defamatory or otherwise unlawful, and that appropriate illustrations and
tabular matter, permissions, and assignments of copyright are included). The Editor
receives some support for editorial assistance from the Publisher.
BACKGROUND REQUIREMENTS
a)Â Â Â Education:Â Graduate degree.
b)Â Â Â Skills Required:Â The Editor must be a leader who has strong motivational,
interpersonal, and communication skills. He or she must be highly motivated to
publish a successful journal and must recognize the broad scope of information
science and technology. A global perspective, flexibility, and diplomatic skills are
required to encourage diverse and creative contributions and to arbitrate controversial
issues and points of views.  Knowledge of electronic communications and
manuscript management systems is essential. The Editor must be familiar with
electronic publishing trends, issues of originality and reuse, open access points of
view and publishing economics. In additional to oversight abilities, the Editor must
be willing and able to delegate responsibilities.
c)   Term: The term for this position is five years. A limit of two terms is imposed.
d)Â Â Â Relevant Experience: Substantial knowledge of JASIST and the field of information
science and technology and a strong record of scholarly publication. Prior editorship
experience and/or editorial board experience with a comparable scholarly, technical,
or scientific (refereed) journal is highly preferred.

2008 INTERNATIONAL PAPER CONTEST
The Special Interest Group on International Information Issues (SIG-III) of the American Society for Information Science & Technology (ASIS&T) is pleased to announce its ninth competition for papers to be submitted for the 2008 Annual Meeting, which will take place in Columbus, Ohio, October 24-29, 2008.

- Individual identities and how they are transformed by the impact of information technologies
- The societal archive – is it disappearing and/or being marginalized?

- Generational, economic, and socio-cultural dimensions of impact of information on people’s lives
- Cognitive and emotional aspects of interactions with information
- Reshaping the boundary between personal and public information space

- Information by the people for the people
- The role of information in connecting people and community building
- How well is current technology meeting human needs, and what should future technology research and development involve to better meet our needs?
- How transformable and transferable is indigenous information from “peripheral countries”?
- The ratio of conduct size to contents richness in less connected countries.
There will be up to six winners who will be selected by a panel of judges including Judy Jeng (Chair), Jonathan Levitt (Co-Chair), Aaron Bowen, Yunfei Du, Julian Warner, and Yin Zhang.
Selection Criteria
Papers will be selected through a peer review process. The judging criteria will be based on:
- Originality of paper in the developing world environment (originality of the project described, etc.)
- Relevance to the Paper contest.
- Presentation and organization.
- Style. The international paper contest committee requires that submissions follow the International Information and Library Review instructions to authors. The prize for each winner is a two-year individual membership in ASIS&T. In the case of multiple authors, the principal author will be awarded the ASIS&T membership. In addition, depending on SIG III fundraising for this competition, the first place winner will be rewarded a minimum of $1,000 toward travel, conference registration, and accommodations while attending the ASIS&T Annual Conference in Columbus, Ohio, October 24-29, 2008.
Publishing opportunities
Submitted papers will be considered for inclusion in a special issue of the International Information and Library Review, subject to the usual peer refereeing process, for that journal.
Information for authors
Only papers by a principal author who is a citizen of, and resides in a developing country are eligible. Winners in the 2004-2007 contests are not eligible. The papers should be original, unpublished, and ONLY in English. We encourage submissions from librarians, information and network specialists, and educators involved in the creation, representation, maintenance, exchange, discovery, delivery, and use of digital information.
ASIS&T Copyright Policy
ASIS&T will have the non-exclusive right to publish any of the papers submitted on its web site or in print, with ownership and all other rights remaining with the author.

Authors are invited to submit manuscripts, not to exceed 5,000 words, by March 31, 2008, to jjeng@njcu.edu, preferably as Microsoft Word attachments.Â

In digital libraries, evaluation relates to assessment of performance
(effectiveness, efficiency) on the basis of given criteria. Performance
could be related to usability and criteria may be specified by users or
derived from professional practice, or standards. Since their appearance
in mid 1990’s, everything about digital libraries has grown at an
exponential rate, except evaluation – it is a relatively small and
neglected area. As a result, criteria, measures and methods for
evaluation are not standardized as yet. This presentation concentrates
on a variety of criteria, extracted from some 50+ studies and as derived
in a doctoral dissertation from various digital library stakeholders.
